Miguel Caso Flórez is the Secretary General of the World Road Association (PIARC), leading the Association’s efforts to foster international collaboration, advance road sector knowledge and address emerging transportation challenges worldwide.

Before assuming the role of Secretary General in 2025, Mr. Caso Flórez served as PIARC’s Technical Director, where he oversaw the work of the Association’s technical committees and expert task forces. In this capacity, he ensured the delivery of high-quality technical reports and knowledge products aligned with PIARC’s Strategic Plan across a global network spanning more than 120 countries.

With extensive experience in infrastructure and technical management, Mr. Caso Flórez is committed to strengthening international dialogue, promoting knowledge exchange and supporting evidence-based solutions that improve the safety, sustainability and resilience of road transport systems.
