Viktor Zagreba is a Ukrainian transport researcher and mobility specialist who founded and chairs the NGO “Vision Zero”. Established in 2016, his non-profit focuses on eliminating traffic fatalities and severe injuries, promoting sustainable urban mobility, and reforming the electric public transport sector in Ukraine.

He is an entrepreneur and consultant with a special interest in traffic safety and sustainable urban mobility. He holds a Master’s degree from the University of Maryland (USA, 2013) and a graduate certificate from the Swedish Institute Management Programme (2019). Viktor is a co-founder of two influential non-governmental organisations in the domain of transport and urban mobility, and the author of policy papers.

He served as an out-of-staff advisor to two Ministers of Infrastructure of Ukraine.
