Valeria Carrion Moreno
Valeria is a civil engineer and youth mobility advocate from Peru committed to advancing safer, more inclusive and sustainable transport systems. As a Youth Leadership Board member of the Global Youth Coalition for Road Safety, she works to elevate youth perspectives in global road safety advocacy, with a particular focus on expanding engagement across Latin America and empowering young leaders to contribute to safer mobility systems.
Valeria has built her career around promoting safer streets, equitable access, and people-centred urban design. In her role as a civil engineer at the Ministry of Transport and Communications of Peru, she contributes to transport policies and technical guidelines that shape road planning and evaluation across the country. She has also developed technical inputs for emergency declarations to accelerate road condition improvements and reduce risks on critical corridors, strengthening national road safety efforts through evidence-based policy and institutional coordination.
Alongside her public sector work, Valeria is the founder and leader of MOVISS, a youth association dedicated to promoting sustainable mobility and road safety in Peru. Through Jóvenes con Calle, a project awarded the YOURS Local Actions Fund in 2025, she led 17 training sessions featuring more than 15 international speakers from eight countries, reaching over 50 young participants and mobilising more than 20 youth in ongoing road safety initiatives. Under her leadership, MOVISS has also coordinated 19 public activations with local municipalities and is currently developing the geometric redesign of a high-risk intersection in Lima, translating advocacy into concrete infrastructure improvements.
Valeria also contributed to the MoqueWawa urban intervention in partnership with the Municipality of Lima and the Global Designing Cities Initiative. This initiative was later recognised by iRAP with the Gary Liddle Memorial iRAP Trophy 2024 “Rising Star” award, highlighting her growing impact in youth-led urban mobility innovation.
