How do we prevent accidents before they happen?
SWISSTRAFFIC captures near-accidents at dangerous locations, evaluates them with AI and visualises them through a risk matrix. Their safety experts develop measures and the success becomes evident in the second impact analysis.
Safety in traffic is no coincidence. In every city, there are risky road sections where the potential for accidents is particularly high. Therefore, measures should be taken to improve safety. SWISSTRAFFIC helps prevent accidents before they occur by utilising artificial intelligence (AI) to analyse problematic sections, identify potentially dangerous areas, and develop improvement solutions. A subsequent impact analysis allows them to evaluate and demonstrate the success of these measures.
In potential conflict situations involving “pedestrian-vehicle” or inattentive pedestrians (those absorbed in mobile phones), a warning tone can sound in addition to the flashing of lights. Optionally, in case of disregard, a brief video sequence of the incident can be stored in the system and used for law enforcement purposes. The system is available as a fixed or mobile installation.
Evaluation of dangerous situations (near-collisions) with Swisstraffic risk matrix
1. Capturing near-collisions
With their analysis tools, dangerous situations (near-collisions) are statistically captured and reported. The result is a risk matrix providing an overview of all near-collisions categorised by their severity: RED indicates a very high probability of an accident or a high degree of injury, ORANGE signifies an existing probability of an accident or a medium degree of injury, and GREEN denotes a low to no probability of an accident or no risk of injury.
2. Proposal of measures
Based on the risk matrix, the red and orange near collisions are examined in detail. SWISSTRAFFIC safety experts develop measures to improve road safety at these locations through immediate infrastructure interventions.
3. Impact analysis of the measures introduced
After implementing the immediate measures, an analysis of their effectiveness is necessary, and the results are incorporated into a new risk matrix. The comparison of the two risk matrices BEFORE and AFTER should show no more near-collisions in the red area and as few as possible in the orange area.


Towards Safe, Low-Cost and Sustainable Traffic Intersections in India
As the most vulnerable road users, pedestrian safety is a serious concern, and sustainable measures are necessary to ensure their well-being. Traffic intersections, witnessing significant pedestrian movement, require fundamental safety measures such as pedestrian refuge islands, safe footpaths, traffic channelization, and more. However, blocked zebra crossings, encroached footpaths, faulty road delineation, and incorrect deployment of road signage hinder this goal and must be avoided.
Role of TRAX in Addressing Safer Roads in India

Successful Trial Run at the Roundabout outside the District Magistrate's Office (East Delhi)
Stakeholders- District Administration (East Delhi), Traffic Police, PWD and TRAX


A 7-day trial run based on the 'safe design' which was prepared by TRAX and approved by the East Delhi District Administration, was successfully conducted at a roundabout situated outside the District Administration office.
This roundabout is a busy junction and a confluence of traffic from 5 sides. Besides the daily visitors to the DM office, there are roadside vendors and Shops in its close vicinity which increases the likeability of Road Crashes here.
During the audit of the location, issues like Traffic Channelization, Directional Marking, Road Delineation and Signages, Refuge Areas for Pedestrians and absence of Traffic Calming Measures were identified and remedial measures were implemented accordingly.
Presently, the budget to implement the recommendations and safety measures into reality is in the process of approval.
Egis to Operate the 883 km Egnatia Odos (A2/E90) in Greece
On March 29, 2024, the Greek company “NEA EGNATIA ODOS PARACHORISI SOCIETE ANONYME” comprising of GEK TERNA S.A. and Egis Projects S.A. signed the concession contract for the Egnatia Odos freeway (A2/E90), the largest PPP (public-private partnership) ever signed by Egis. The entire newly-concessioned motorway network is almost 900 km long. The 35-year concession includes a major 5-year program of roadworks and equipment upgrades.
Egis thus strengthens its operating activities in Greece and the Mediterranean basin, including the Athens ring road (Attiki Odos), the Thessaloniki automatic metro, the Gebze-Izmir freeway in Türkiye and the Larnaca and Pafos airports in Cyprus.
The Egis-Gek Terna partnership
Nea Egnatia Odos Parachorisi, the concession company, is 75% owned by Gek Terna and 25% by Egis. The operating company Nea Egnatia Odos Leitourgia is owned 75% by Egis and 25% by Gek Terna. The banks Piraeus Bank, Eurobank, National Bank of Greece and Alpha Bank are stakeholders in the project. Both the concession and operating contracts are for 35 years.The contract calls for operations to start after the interim period i.e. between execution and concession commencement date (pre-operations period), which is expected to last 5 months in accordance with the provisions of the concession contract.
Egnatia Odos, a network of transcontinental interest
Egnatia Odos is a major road link between southern Europe and the Middle East. The freeway, which irrigates the whole of mainland Greece, connects Turkey with Central Europe (Albania, Northern Macedonia, Bulgaria) and Italy (Ancona, Bari, Brindisi). Egnatia Odos concession project comprises the entire A2 motorway crossing northern Greece from east to west, and 3 north-south routes: the A25, the A29 and a section of the A1.


The A2 (E90), built between 1994 and 2009, is 658 km long. The freeway links the west coast (port of Igoumenitsa) to the Turkish border (Kipi).
The A1 (E75) is a north-south motorway from Evzoni - on the border with Northern Macedonia - to Athens.
The section to be operated by Egis and Gek Terna is 60 km long. It runs from Evzoni to Chalastra (near Thessalonica), where it connects with the A2.
The A29 (E86) runs from Krystallopigi - on the border with Albania - to Siatista, where it connects with the A2. It is 69 km long and also serves Kastoria.
The A25 (E79) runs from Promachonas - on the Bulgarian border - to Lagkadas, where it connects with the A2. It is 96 km long and also serves Serres.
Egnatia Odos serves the ports of:
- Igoumenitsa
- Thessaloniki
- Kavala
- Alexandroupoli
It also serves the airports of:
- Ioannina
- Kastoria
- Kozani
- Thessaloniki
- Kavala
- Alexandropouli

The central section between Klidi and Lagkada has three lanes in each direction. The speed limit is 130 km/h. The vertical axes are mostly two-lane freeways. The Evzoni-Chalastra axis currently has only one lane in each direction, to be upgraded into a two-lane freeway within the first 5 years of the concession period.
Change of scale
The integration of Egnatia Odos brings to almost 5,200 km the number of freeways operated by the Egis group on 5 continents and in all climates. It also increases the number of tunnels operated to over 150 km, reinforcing the group's position as a world-class operator.
Egnatia Odos alone includes:
- 1,650 bridges for a total of over 40 km;
- 76 tunnels for a total of over 49 km;
- an open toll system comprising:
- 18 frontal toll booths on the main roadway;
- 40 lateral toll booths on access ramps.
Successful Delivery of a Capacity Building Workshop for Indian Police on Road Safety Management
Muskaan Foundation for Road Safety, a twice National Award winner from the Ministry of Road Transport and Highways (MoRTH) India is on a mission to build the capacity of Police Personnel in the country. Ensuring road safety and reduction of road crashes require a comprehensive understanding of traffic legislation. Yet, this domain often suffers from neglect as very few enforcement personnel are familiar with them. Muskaan Foundation's ongoing mission is to work for building the capacity of Police all over India to bridge the gap between legislation, and its practical application and have an effective Road Safety Management System in place.
During the Pre and Post Assessments in eight states covering all 5,000 police personnel, it emerged that the enforcement officers were grossly unfamiliar with legislation. For example, Section 198 A of the Motor Vehicle Amendment Act is related to the accountability of faulty engineering in road crashes and mentions a certain penalty, The Pre and post-surveys during the workshops showed 89 % of personnel did not know this section. Significantly 99% of the trainees were not well versed with the relevant provision of section 184 of the Motor Vehicle Act 2019 that deals with dangerous driving.
In the module of the three-day and one-day workshops, the Police Personnel are given detailed knowledge of Traffic Engineering and Legislation, Crash Investigation with Black Spot Rectification, and Knowledge of Traffic Control Devices. Still another important topic covered during the Training is Trauma Response as Police Personnel are the first responders mostly. Along with theory, practical exposure is provided during the workshop and the trainees are taken on sight to explain Accident Analysis and Black Spot Rectification.
In commensurate with the job profile of the trainees, the workshops focus on road safety management, for varied categories of officers like Deputy Superintendent of Police, Inspectors, Sub-inspectors, and Traffic Police Personnel like Head Constable and Constables. So far the ongoing Capacity Building Workshops have covered eight states that are Punjab, Bihar, Uttar Pradesh, Uttarakhand, Rajasthan, Haryana, and Odisha in the country. The Trainers' Team consists of Muskaan's Director Projects and Training Ms. Neha Khullar, Assistant Professor Er. Anirudh Mathur, Senior Trainers Sameer Nainawat, and Rajesh Meena.
All the workshops were inaugurated by senior Police Officials of the states and certificates were distributed to the trainees on the culmination of the Workshops.


New and Innovative Strategic Transport Infrastructure Advisory Programme Launched Between the Kingdom of Tonga and NTRO
Australia’s National Transport Research Organisation (NTRO) – an IRF member – and the Kingdom of Tonga’s Ministry of Infrastructure (MOI) have signed an agreement to formally advance a Strategic Transport Infrastructure Advisory Programme.
The signing of the agreement was welcomed by the Tongan Minister of Infrastructure, the Hon Sevenitini Toumo’ua and the Chief Executive Officer of NTRO, Mr Michael Caltabiano.
The work will involve road, maritime and aviation assets.
An Early Works Package has now commenced. It will focus on Materials Science, Infrastructure Measurement, Asset Performance and Strategic Transport Infrastructure Advisory work.
- Critically, the Materials Science focus area will see an “uplift” of the MOI Transport Laboratory - allowing an evidence-based, scientific assessment of local materials for infrastructure projects within the Kingdom. NTRO will commence work with the MOI laboratory team in a ‘partnership in science’.
- The Infrastructure Measurement work will immediately focus on baselining selected road and aviation assets – allowing a forward pathway to be mapped for asset performance and management.
- NTRO Asset Performance experts will commence work by baselining selected aviation and road assets, whilst the NTRO Strategic Infrastructure Advisory team will focus on examining several major infrastructure projects currently under consideration by the MOI.
The Early Works Package is expected to be a pre-cursor for a proposed 10-year program of work across road, port and aviation assets throughout the Kingdom.


NTRO Executive Director Jason Sprott said the intention was to create a true partnership with the Kingdom of Tonga.
“NTRO is incredibly excited to advance work on this program as a ‘critical friend’ to the Ministry of Infrastructure. We will walk with them in a true partnership – listening, learning and transferring skills and knowledge along the way,” Mr Sprott said.
“This signals the commencement of an enduring program where we will see significant improvement in sustainable transport infrastructure – being the platform upon which to build a more prosperous and resilient nation.”
Tongan Minister of Infrastructure, the Hon Sevenitini Toumo’ua, said:
"As an engineer, I am very excited about this work with Australia's National Transport Research Organisation. Tonga will access NTRO's world class transport laboratory services. At the same time, it will help build up and certify our own transport laboratory here at the Ministry of Infrastructure. This will provide scientific and measurement tools we urgently need to help build and maintain Tonga's transport infrastructure."

Global Alliance of NGOs for Road Safety #CommitToAct Mobility Snapshot Campaign
The Global Alliance of NGOs for Road Safety (the Alliance)’s #CommitToAct Mobility Snapshot campaign will be held 20-26 May 2024.
The campaign aims to shine a light on the unsafe journeys that pedestrians and other road users face every day and the cost effective, evidence-based safety solutions that could make those journeys safer. It will mobilise safety and mobility advocates to get out onto their streets and collect simple Mobility Snapshot data to show the reality of people’s daily journeys. Join in by doing a Mobility Snapshot and sharing it on social media during campaign week.
Mobility Snapshots involve using simple tools to collect data at intersections where pedestrians mix with motor vehicles and which lack footpaths, crossings, 30 km/h speed limits, or speed humps or other measures to slow traffic. The data can be used for in-country advocacy, for example to advocate for implementation or allocation of resources for safer road infrastructure or lower speed limits, road safety or walking and cycling policies, or for community mobilisation.

The Mobility Snapshots will also be used by the Alliance to present a global picture of how the needs of people who use the roads, especially those who are most at risk, are being overlooked in street design and infrastructure throughout high-, low-, and middle-income countries, and demand evidence-based action to address the 1.19 million road deaths that occur each year on the world’s roads, aligned to SDG 3.6 to reduce road deaths and injuries by 50% by 2030.

Coastal Protection with Asphalt Work on the Sloping Dyke in Norddeich
The coastal town of Norddeich on the East Frisian coast in Germany is a popular destination for tourists who enjoy the view of the Wadden Sea from the dyke. However, for the locals, the dyke plays a vital role in coastal protection. This protection includes a revetment, partially made of asphalt, which is now being renewed by the Tell Bau GmbH using ASW Asphalt Profi-Thermo.
A sunny September morning shortly after 9 o'clock: The mudflat is barely covered by a thin film of water at low tide, and the blue sky reflects in it. Wooden stakes and pruned bushes are exposed, while at the base of the dyke, the protective asphalt revetment begins. Although it may look like a road at first glance, it is usually not traversed and serves only as protection against the sea.
Kilian Efen, the site manager of Tell Bau GmbH, drives along the sloping side of the dyke in his car. These rides are part of his professional duties, as his company is renewing the asphalt revetment. This process is referred to in professional terms as "revetment enhancement." He explains that driving on this sloping surface takes some getting used to, even after an extended period. The inclination of the dyke, at times 23°, is demanding and requires special attention both in driving vehicles and operating the asphalt paver.
The slope not only poses a challenge for transporting vehicles to the construction site but also for asphalt installation. Special precautions are necessary to prevent the asphalt mix from overflowing. Special thermally insulated tipping bodies with push-off technology from Fliegl – called ASW Asphalt Profi-Thermo – are used to deliver the asphalt mix because conventional tipper trucks would overturn due to the slope. This technology ensures that the asphalt mix falls layer by layer into the paver, achieving a more uniform mix temperature. "With a normal tipper, the center of gravity would be too high. It would tip over on the slope here," explains Kilian Efen. Tell Bau also employs the push-off technology on flat construction sites. "The asphalt mix falls layer by layer into the paver. This way, we have no segregation and a more uniform mix temperature," says Efen. "It may not weigh heavily in warm weather like today, but it can get quite cold and windy here in the north."
The revetment protects against waves and holds particular significance in this coastal area. Dr. Thomas Schoneboom, Head of planning and construction at the Aurich branch of the NLWKN, explains that dykes with a foreland are less affected by waves. However, the so-called Schardeich in Norddeich lacks a foreland, causing waves to impact the dyke more. The revetment provides protection against this. Due to cracks and weaknesses in the existing asphalt revetment discovered during inspections, it had to be renewed. To meet the requirements for surface weight, more asphalt was added than removed. This recycled asphalt is mostly reused.
The construction team on the site works efficiently, applying around 1500 tons of new asphalt to the revetment daily. Working on this dyke construction site not only offers a sea view but also a calm and pleasant working environment. The renewed asphalt revetment will contribute to ensuring the dyke's protective function in Norddeich for the next decades.

Driving Change: IRF at Intertraffic Amsterdam 2024
Intertraffic Amsterdam, one of the hallmark events for global transportation professionals, welcomed once again the International Road Federation (IRF) on 16 – 19 April 2024.
Drawing every edition thousands of attendees and 900 exhibitors from all over the world, Intertraffic has become a premier platform to discuss all about infrastructure, traffic management, safety, parking, and smart mobility.
For more than two decades IRF’s engagement at the event has showcased a spectrum of high-level interventions and unique match-making opportunities. This year did not deceive. Here are our highlights.
Road Safety Strategies for Vision Zero
Susanna Zammataro, IRF Director General, spearheaded a panel discussion on "Vision Zero and Lifesaving Road Safety Strategies". The discussion delved into global Vision Zero approaches and policy strategies aimed at curbing road fatalities. Mentioning some of the IRF road safety initiatives such as a project on Safe and Inclusive Road Design Standards in Central Asia, the Private Sector Road Safety Coalitions, and the Ten Step Project in Tanzania, IRF DG stressed the importance of building capacity at all levels to succeed.
Road Infrastructure Solutions for Seamless Autonomous Mobility
Gonzalo Alcaraz, IRF’s Deputy Director General, led a session on "Road Infrastructure Solutions for Seamless Autonomous Mobility". Esteemed speakers including Gernot Sauter (3M), Tom Alkim (MAPtm), and Benedetto Carambia (Movyon by Autostrade per l'Italia Group), presented cutting-edge advancements reshaping road infrastructure to support autonomous mobility:

Connecting to Deliver
Intertraffic Amsterdam served an ideal setting to the International Road Federation to convene its members and partners, including the Turkish Ministry of Transport and Infrastructure, to advance preparations for the forthcoming IRF World Congress 2024 scheduled in Istanbul on 15-18 October 2024.
The IRF General Assembly, held both in-person and online, fostered deliberations on Congress preparations and membership opportunities, welcomed new members and conducted elections to the IRF Board of Directors and Executive Committee.
IRF members present had to the chance to hear first-hand from the results of the FRONTIER Project, during a workshop hosted in the margins of the IRF GA. The project, to which the International Road Federation has contributed, aims to facilitate the transition towards resilient multimodal autonomous mobility.
